A "recognition of foreign divorce" is a case filed in court in order for a divorce that was acquired abroad to be recongized in the Philippines, which will allow the Filipino spouse to re-marry.
Thus, a Filipino spouse is not automatically qualified to re-marry just because his/her foreign spouse acquired a foreign divorce; a proper petition must still be filed in court and that is called a Petition for Recognition of Foreign Divorce.
